Geoană studied mechanics and law in Bucharest, graduated from the École nationale d'administration in Paris in 1992 and took a doctorate in world economy in 2005. He was Romania's ambassador to the United States from 1996 to 2000, Foreign Minister from 2000 to 2004, president of the Social Democratic Party from 2005 to 2010 and President of the Senate from 2008 to 2011. He was NATO Deputy Secretary General from 2019 to 2024. Running as an independent in the 2024 presidential election, he took 6.32% of first-round votes and placed sixth.
