Croitoru studied at the Bucharest Academy of Economic Studies (1979–1982) and took a doctorate in economics in 1995, with further studies in the US, UK and Austria. He worked at the Institute of Industrial Economy (1984–1998), advised the governor of the National Bank of Romania (1998–2003), was chief adviser at the IMF executive directorate (2003–2007) and has been a monetary policy adviser at the National Bank since 2007. President Băsescu nominated him as Prime Minister on 15 October 2009, citing the need for an expert in economic policy during the financial crisis.
