Wikipedia lists studies in history and philosophy (1991) and law (1995) at Babeș-Bolyai University in Cluj and a doctorate in political science (2000). He has been registered with the Cluj Bar since 1996 and teaches at Babeș-Bolyai. He was a deputy from 2000 to 2004 and mayor of Cluj-Napoca in 2004-2008. He led the Democratic Party and then the Democratic Liberal Party from 2005 to 2012. He was Prime Minister from 22 December 2008 to 6 February 2012, resigning amid protests. He has been mayor again since 2012; he won the 2024 local election with 42.5% of the vote and has been in the PNL since 2014.
