She was Premier of KwaZulu-Natal from 2022 to 2024, the first woman in that office, after a decade as a provincial MEC. She has been Deputy Minister of Higher Education and Training since July 2025. She is named among the ANC's five possible mayoral candidates for eThekwini (Durban) in the 4 November 2026 local elections.

Career

Dube-Ncube holds diplomas in public management and a master's degree in public administration, and a Doctor of Administration from the University of KwaZulu-Natal. She was mayor of the North Central council until it merged into eThekwini in 2000 and later chief whip on the eThekwini council, before serving as ambassador to the Czech Republic. Elected to the KwaZulu-Natal legislature in 2009, she was MEC for Cooperative Governance and Traditional Affairs (2009-2019), for Economic Development, Tourism and Environmental Affairs (2019-2020) and for Finance (2020-2022). She was Premier from 10 August 2022 to 18 June 2024, succeeded by Thami Ntuli, and became Deputy Minister of Higher Education and Training on 22 July 2025. At the ANC's July 2022 provincial conference she was nominated from the floor for chairperson but did not reach the 25% support needed to go on the ballot.

Positions

Daily Maverick, in September 2026, lists her among five ANC possible candidates for eThekwini and says the individual promises of the candidates are unclear. It describes eThekwini as the ANC's most vulnerable major metro, contested by MK, the DA and ActionSA. The pages consulted give no separate programme of hers for the city.
