Čović studied engineering at Mostar, with a master's (1989) and doctorate (1996). He was Federation Minister of Finance from 1998 to 2001 and briefly acting Federation Prime Minister in 2001. He has led HDZ BiH since 2005 and sat in the House of Peoples since 2011.
