Born on 11 January 1969 in Quilmes, Manes grew up in Arroyo Dulce, in Salto Partido, and studied at the Faculty of Medical Sciences of the University of Buenos Aires, becoming a neurologist. He entered politics with the Radical Civic Union and was elected a national deputy for Buenos Aires Province in 2021, ranked third on the Juntos por el Cambio list, which won 39.77% in the province's vote. He has sat in the Chamber since 10 December 2021.
