Malebo was regional ANC chairperson for the Southern Orange Free State in 1991. He represented the ANC in the National Assembly from 1994 to 1996, then in the Free State provincial legislature from 1996 to 2004. From 1997 to 2004 he was MEC for Public Works, Roads and Transport, serving under Premiers Ivy Matsepe-Casaburri and Winkie Direko. After 2004 he pursued a business career.
