Abascal studied at the University of Deusto and joined the People's Party in 1994. He was a councillor in Llodio from 1999 to 2007, sat in the Basque Parliament in 2004–2005 and 2005–2009, and directed the Madrid Data Protection Agency from 2010 to 2012. He left the PP in 2013, helped found Vox, and has been its president since 2014. He has been a member of Congress since 2019.
