Puente studied law at the University of Valladolid, graduating in 1993 after a master's degree in political management in 1992, and worked as a lawyer. He became a Valladolid city councillor in 2007 and led the Socialist group on the council from 2008 to 2015. He was mayor of Valladolid from 2015 to 2023. From 2017 to 2021 he was a spokesman of the PSOE federal executive. In 2023 he was elected to the Congress of Deputies, and on 21 November 2023 he became Minister of Transport and Sustainable Mobility.
