Montero studied medicine at the University of Seville and management at EADA and worked as a hospital administrator at Virgen del Rocío. She became Spain's first female Finance Minister in 2018, was government spokesperson from 2020 to 2021, and has been PSOE deputy secretary-general since 2022 and PSOE Andalusia secretary-general since 2025. She resigned from the national government in March 2026 to be the PSOE candidate in the Andalusian election.
