Hendel holds a doctorate in history from Tel Aviv University and lectured at Bar-Ilan University. He served in the naval commando unit Shayetet 13 and in 2015 established the Omer Unit for reserve veterans. He sat in the Knesset from 2019 to 2022 for Blue and White, Derekh Eretz and New Hope, and was Minister of Communications in 2020 and again from 2021 to 2022, leading fiber-optic expansion and postal liberalisation. He left politics in 2022 and returned in 2025.
