He has chaired the Taiwan People's Party since 2025 and sat in the Legislative Yuan in 2016-2020 and 2024-2026. Huang earned an LL.B. at National Taiwan University in 1995 and a J.S.D. at Cornell Law School in 2002. He taught law at the National University of Kaohsiung (2002-2006) and was a research fellow at Academia Sinica's Institute of Jurisprudence (2010-2015). He was a prominent figure in the 2014 Sunflower Student Movement. He led the New Power Party from 2015 to 2019, sat in the Legislative Yuan from 2016 to 2020, moved to the Taiwan People's Party in 2023, returned to the legislature in 2024 and became TPP chairman on 1 January 2025. His legislative term ran to 2026.
