Born on 18 May 1979, he studied administration at Universidade da Amazônia and holds an executive MBA from Fundação Getulio Vargas. He was a city councillor in Ananindeua from 2000, a state deputy, mayor of Ananindeua, Minister of Fisheries and Aquaculture and head of the Ports Secretariat (2015-2016), and Minister of National Integration under Temer (2016-2018). CNN Brasil reports he won the Pará governorship in 2018 with 55.4% and was re-elected in 2022 with 70.4%, and resigned in April 2026 to run for the Senate.
