He was Minister of Education from 2005 to 2012, Mayor of São Paulo from 2013 to 2017 and Minister of Finance from 2023 to 2026. As Minister of Education under Lula and Dilma Rousseff he expanded higher education through the ProUni and FIES programmes and the unified university selection system. He won the São Paulo mayoral race in 2012 with 55.57% and lost re-election in 2016 with 17%. He was the PT's presidential candidate in 2018 and took 44.87% in the runoff against Jair Bolsonaro. In 2022 he lost the São Paulo governor's race with 44.73%. As Finance Minister he led a tax reform, the first comprehensive one in over 30 years, and debt renegotiation programmes.
