A member of the Workers' Party (PT) since 2002, he was Governor of Ceará from 2015 to 2022 and Minister of Education from 2023 to 2026, and has been Senator for Ceará since 2023. He is named among the possible contenders for the 2026 Brazilian presidential election.

Career

He studied agricultural engineering at the Federal University of Ceará. Under Governor Cid Gomes he was Secretary of Agrarian Development and then Secretary of Cities from 2007 to 2010. He was a state deputy from 2011 to 2014, the most voted in Ceará in 2010 with 131,171 votes. He was elected Governor of Ceará on 26 October 2014, served from 2015 and resigned on 2 April 2022. He became Senator on 1 February 2023 and served as Minister of Education under Lula from 2023 to 2026. He belonged to the Brazilian Socialist Party from 1990 to 2002.
