He joined the Social Democratic Party (PSD) in May 2025 after leaving the PSDB. He has been Governor of Rio Grande do Sul since 2019 and was mayor of Pelotas from 2013 to 2017. He is named among the possible contenders for the 2026 Brazilian presidential election.

He graduated in law from the Federal University of Pelotas. He was a city councillor of Pelotas from 2009 to 2013, president of its municipal chamber from 2011 to 2013, and mayor from 2013 to 2017. At 33 he became Governor of Rio Grande do Sul, the youngest governor in Brazil, serving from 2019 to 2022 and again from 2023. He was a member of the PSDB from 2001 to 2025 and its national president in 2023, then joined the PSD.
