He was a congressman for Lima from 2006 to 2019, minister of the Presidency and three times minister of Housing, and has been mayor of Santiago de Surco since 2022. He is the Somos Perú candidate for Mayor of Lima in the 2026 regional and municipal elections.

Bruce studied economics at the University of Lima and worked in construction, fishing and foreign trade, leading exporters' associations and development funds. Wikipedia lists him as Minister of the Presidency in 2001 to 2002, Minister of Housing, Construction and Sanitation in 2002 to 2005, 2017 to 2018 and 2019, and congressman for Lima from 2006 to 2019. He belonged to Possible Peru, was independent from 2011 and was elected mayor of Surco in 2022 for Avanza País. He later joined Somos Perú, which registered him for the Lima race.
