He announced his candidacy for Mayor of Richmond on 23 October 2025 for the 2026 municipal election.
Career
Heed graduated from the BC Police Academy in 1979 and rose to superintendent with the Vancouver Police Department. From 2007 to 2009 he was chief constable of West Vancouver, described by Wikipedia as the first Indo-Canadian police chief in Canada. In 2009 he won Vancouver-Fraserview for the BC Liberals by 748 votes and served as Minister of Public Safety and Solicitor General from June 2009 to April 2010, and briefly again in May 2010. He has sat on Richmond City Council since 2022.
Controversies
Heed's 2009 campaign distributed unregistered brochures that put its spending over the legal limit. According to Wikipedia, a special prosecutor initially exonerated him, a later special prosecutor also resigned over a conflict of interest, and he was cleared of criminal charges. CTV News reported in August 2011 that he was fined for campaign violations; he kept his seat. Charges were reported against two of his campaign workers.
