Banaś graduated in law and administration from Jagiellonian University in 1979 and later studied philosophy at the Pontifical University of John Paul II. According to Wikipedia he headed the Customs Service from 2005 to 2008 and again from 2015 to 2017, served as Minister of Finance from 4 June to 30 August 2019, and then held the presidency of the Supreme Audit Office from 30 August 2019 to 24 September 2025. He received the Order of Polonia Restituta and the Cross of Merit.

In July 2021 Poland's Central Anticorruption Bureau and prosecutors, according to the government's special-services website, reported that prosecutors had asked the Sejm for consent to charge Banaś with about fifteen offences, among them understating assets in his asset declarations by up to 550,000 zloty and concealing the sale of an artwork; his son and daughter-in-law and a Kraków tax official were also detained or charged in related proceedings, then still being investigated.
