Söder studied law at Erlangen–Nuremberg (1991) and earned a doctorate in legal history in 1998. He worked as an editor at Bayerischer Rundfunk from 1992 to 1994 and has sat in the Bavarian Landtag since 1994. He was CSU general secretary from 2003 to 2007, state minister for federal and European affairs from 2007 to 2008, for health and environment from 2008 to 2011 and finance minister from 2011 to 2018. He became Minister-President in 2018 and CSU leader in 2019. He was discussed as a possible successor to Angela Merkel, with approval above 90 percent in Bavaria during the pandemic.
