Career
Locke worked as office manager of the Richmond Association for Children's Services from 1979 to 1983 and as executive director of the BC Liquor Licensee and Retailers Association from 1985 to 2001. She was MLA for Surrey-Green Timbers from 2001 to 2005 and Minister of State for Mental Health and Addiction Services from September 2004 to June 2005. She led the B.C. Massage Therapist Association from 2017 to 2018, was a Surrey councillor from 2018 to 2022, and has been mayor since 2022.

Locke first backed Mayor Doug McCallum's plan to replace the RCMP with a municipal police force, then became critical of it and left the Safe Surrey Coalition in June 2019. As mayor she opposed the transition, but the provincial government ordered it to proceed, and the Surrey Police Service took over on 29 November 2024.
