Czech Wikipedia says Hlaváček graduated from the Faculty of Architecture of the Czech Technical University in Prague in 1985 and taught there from 1990 to 2010, then served as vice dean for development from 2010 to 2015. He directed the Institute for Planning and Development of Prague from 2015 until September 2016, when he was removed, and later founded the architecture firm Architekti Headhand. He joined the city council in 2018, elected on a TOP 09 ticket as a non-party member, and became first deputy mayor in November 2018. Since February 2023 he has been deputy mayor for territorial and strategic development, and he moved to STAN from 2022. He led its list in the 2022 election, when it won 7.76 percent, and STAN's Prague assembly chose him as its mayoral candidate on 21 March 2026 with 141 of about 190 votes.
