Scheinherr was born on 19 April 1987 in Strakonice. He studied mechanical engineering and physics in the Czech Republic and in France, at Aix Marseille II and the École Centrale de Marseille. He has been a Prague city councillor since 2018 and was deputy mayor for transport until 2023. In that office he backed reconstructing the Libeňský Bridge rather than demolishing it, advanced Metro Line D and the outer ring road, worked to cut advertising clutter and restricted traffic on Smetanovo Embankment in favour of pedestrians and cyclists. He became party chair in March 2024, and a January 2026 party congress put him forward for mayor under the slogan "Pro Prahu první poslední".
