Kovačević studied political science at the University of Sarajevo, gaining his doctorate in 2016, and has lectured at the Faculty of Administration since 2019. He was a municipal councillor in Centar, Sarajevo, from 2004 to 2016 and a Sarajevo City Council member in 2010-2012 and 2014-2016. In 2018 he advised Željko Komšić on foreign policy. In 2022 he brought a case on electoral discrimination to the European Court of Human Rights, where the Grand Chamber dismissed it in June 2025.
